Korea skips Shinkenger - dubbing Gaoranger instead

Looks like Korea didn't skip Shinkenger because of the Japanese content. From Uglyonger:

Because Korea goes with the power ranger branding, they had to hold shinkenger due to the recent Saban moves, but the series will indeed hit Seoul one year from now, Japanese footage and Japanese toy molds all.
In response to your other question, you can still find sentai toys from 1990 at retail at the original prices. For harder to find items, mandrake.

Looks like it was because of the sale to Saban, so they weren't sure of the details. This could be the same reason for Hurricanger/Ninja Storm if you think about it...things still being transitioned to Disney at the time.
 
Doesn't explain why they didn't start with Hurricanger when they switched to Sentai then (no Disney involvement in the Sentai). Or use it now. I still find it puzzling that they dub Wild Force and then Gaoranger, when half the footage is shared, and many plots are identical. If Japanese culture wasn't the reason for not using Shinkenger, there's no reason why they couldn't have gone with Hurricanger this time, which wouldn't give deja vu feelings to viewers since they never had Ninja Storm.
