I doubt it. Amemiya and Toei parted ways a long time ago. Now, Amemiya is pretty much spending all of his time supervising all of these new Garo projects and, judging from his Twitter, still selling Gouraigan (probably for the DVD/Blu-ray releases).
 
I doubt it. He always had more to do with Metal Hero and Rider than Sentai, but nowadays he's got enough clout that he can get shows on the air where he owns all the rights (and thus keeps all the profits). I think the last show he worked on that wasn't completely original was Cutie Honey The Live (he is sometimes credited as a character designer for a couple of episodes of KR Decade, but those are for the Black/Black RX tribute episodes and he did design work for their original shows, so I presume it's a credit due to them reusing his designs). Amemiya's work usually contains a lot of his own art design, and I don't think the tone of modern Sentai would sit very well with his visual style. Maybe if there was another Unofficial Sentai that ditched the comedy and was OTT gory and violent, but still lacked the level of commercial presure of the official series...

There are a few "six degrees of seperation" links though. Kobayashi, who's currently the head writer for ToQger, was the writer for the recent Zero miniseries and is slated to be the writer for the upcoming Garo anime adaptation. ToQ #3's actress was also a main character in the Zero miniseries. In addition, Kamen Rider Gaim has two main characters (KR Zangetsu and KR Drake) who are played by actors that have previously had major roles in Garo (Scarecrow in 'Lament of the Dark Dragon' and Aguri in 'The One Who Shines in the Darkness').
 
The designs Amemiya did for the Black/RX episodes of Decade were original to that series; about the only cool thing Decade did, IMO, was get back original creature designers to do the designs for a new monster that went with the particular world of their show. (Like, Yutaka Izubuchi did the new Unknown in the Agito episodes.)

Amemiya's also done a couple of DVD package designs for Toei (like the Shin Kamen Rider cover art), so it's not like he has some feud with Toei -- I just don't think Toei's modern toku appeals to Amemiya's sensibilities.
 
If I have to guess, the "toys first, story second" attitude of modern Sentai and Rider production probably kept him away. I mean, his brainchild Garo is pretty much the exact opposite with "story and aesthetics first, and we'll sell toys if anyone's interested".

If amemiya produce some kind a retro show ?
