She did develop just very subtly. Her core traits were definitely intact by the end of series. Development does not have to completely change a person just make them change a few things however small they seem.
I don't see how you can consider her character development any less then say Shoutaro.

Of course she changed, but she didn't change like Shotaro. Shotaro was able to become dependent and he became a true hard boiled detective without meaning to do so. I don't see how you could consider her character development any more than Shotaro's.
