I don't mind having a male Virgo, but the Virgo costume has clearly feminine features. Scorpio was assumed to be male, but the costume was gender-neutral enough that one could buy a female being the alter-ego despite the voice.

I like that your definition of gender-neutral is "doesn't have boobs." I don't really see a problem with Emoto being Virgo, but it seems odd that he would be a Horoscopes. I'm also not really a fan of Gamou being Sagittarius, mostly because I was hoping he'd be something a bit more superior. Being just another Horoscopes kind of takes away his power a bit.

The actor himself is gay? I wasn't even sure Luna was supposed to gay and not just plain odd. In the Eternal movie he goes around groping Heat and acting creepy.

The character was supposed to be gay, but the Eternal movie suggested that he was straight when alive and then "became" gay out of love/gratitude for Daidou. I can see why that would offend some people, but he's still the first gay guy in Kamen Rider

Also, DiEnd's actor has pretty much said he considers the character in love with Tsukasa. And every fujoshi in the land gave a cheer

Well he seemed just flamboyant. Most gay characters in Western media are essentially valley girls with male parts from what I've seen. I don't think Luna ever went that far.
