You know, there's something funny that happens with Kazami, during his returns he's starting to become this jovial, joker hero, even before Zubat, he's starting to be this happy dude in Stronger (laughing and smiling even more than he did in his own series). Then in New Kamen Rider, he's completely influenced by Zubat's antics (and Miyauchi himself). But then he returns in the ZX special and he's back to his serious, moody self, SPIRITS does this too and I've yet to see the joking Kazami there.
It's not like we didn't see those sides of his personality in V3, he acted like this mostly when kids were around, which is great to see.

Really, even in his return during X he's already rather different. While Tachibana was basically left paranoid in the beginning of X due to the previous battle against Destron, when Kazami returns he talks about how he was missing a new evil organization to fight against and actually seems happy to see a new evil organization around to defeat... which is just creepy if you start to think too much about it.

Having seen the latest rumours regarding the secondary Rider, I think that an alien character sounds plausible. Having to keep the guy's cover and help him get used to Earth would force Gentaro to mature a little. A "fish out of water" type would also make more sense than the usual arrogant/asshole Second; that role in the group is already filled by Kengo (and soon to be Daimonji)
