The development is STOPPED! Probably like weeks ago. You people need to learn that games are not magically teleported in stores as soon as they are finished. You need to manufacture and ship them in the shops and it takes time. Now, considering that it's release is limited to Japan, it will take less time but still. They can't add anything to the game. They can only reveal something that is already in game.

So is 48 characters confirmed?
EDIT: or are there still hidden characters which has not yet been revealed. Like CAX and Garren last year.

Well Unbeknownst to some Some games get shipped earlier to stores then normal and some stores can break street date depending on what management they have..Unless some of the people that dump games have a member in a Store Regardless my Predictions are either Tuesday or Wednesday depending on those factors.

I'd say it's pretty much a given that they're hiding at least (and probably, only) one character from us, as they've done in previous games (Dark Decade, WCAX). Who it is? Who knows. I'm guessing it's not WCAX, though, so you can start betting on what character it is, probably one that was only a concept and didn't get to appear in the series proper.
That said, it's only speculation, so take it with a grain of salt.
About New Den-O and Ibuki having finishers, it's a given, since it seems the topic of this game is "give everyone finishers", just like CHOOO's was "give everyone their final forms". Plus, it's New DEN-O (capitalization for the sake of making the point clear), Toei's precious, precious child. Like hell they aren't going full out on him. Though, I'm surprised he's only a gray gauge, considering how stupidly easy would be just having him summon the Den-Liner as an orange gauge. Hell, they don't even need to make any new models, just repain the already in-game Den-Liner...
