I think Radiege wanted the power that was found by her. After Gai received the blast that was meant for Kaori, the baddies retreated to their base. Radiege couldn't wait any longer and started to attack her. She turned into that ugly form and transformed him into a human to let him suffer just like any normal human being.

Also, is Red Hawk's stunt actor Hiroshi Maeda?. He's got the same body type and language that Maeda had as Tyrannoranger and later as the MMPR Red Rangers. Which I why I am assuming it's him.

No, it's Kazuo Niibori, who played all of the Reds from Goranger through Jetman (minus JAKQ).
