Is Shinnosuke a "bad character" or a character with no development

His character is that he's laissez faire, but he'll step up when he's needed. When he wasn't Drive, he was just slacking off, but when he was given the responsibility of being Drive and Roidmudes started wreaking havoc, he started to own up to his role. When Gou is responsible, he takes a step back and lets Gou do the work. With Gou totally out of control, he takes a role to be his brakes. When Chaser isn't harming humans, he sympathizes with Chaser, taking a support to Kiriko's desire to reform him. When Chaser starts attacking humans, he vows to destroy him.

He switches on a dime, just like how he shifts to top gear almost instantly.

Drive gives him a purpose. It's his drive. I'm guessing his development in the future will be finding his purpose as himself, and not as Drive.

It does seem that we're going to get a lot more background with Shinnosuke soon.

I completely agree with your assessment of Shinnouseke. He's the type of character that requires outside stimuli to bring out the best of him. Some may find him boring, I've seen people saying that Chase, Gou, or Kiriko should have been the protagonist instead, but I like him a lot myself.

Like someone said earlier, he has a good setup to be good character but writing and acting wise, Shinnosuke is a pretty muddled character. Maybe in the hands of a more charismatic actor, I would like him more. Or maybe if the writing allows more than just cop who enters top gear from time to time (they basically dropped the "He's lazy/unmotivated' aspect early on). Also did anyone know he was a car enthusiast? Because that was in his initial description.

Yeah, he's easily my favorite character of the show. My second favorite main Rider of all time, so far (first being Gentaro).

I like gifted Tendou, but not Daigo
I like hyperactive Right (ToQ-1gou), but not Gentaro
I like laid back Tsukasa, but not Shinnosuke

Because their writer didn't want to spend time to use charm of this trait, instead they add another heroes quirk to this character.
I mean 23 episodes and Gou is more recognizeable than Shinnosuke.

That's it. He is so normal. Even though his description give him a unique trait, he receive too many other trait, so he almost like everyone else.
Normal character is bad character, because no one (okay, less people ) pay attention to normal character in show. That is why some people think Gou is better MC than Shinnosuke.

Tendou still give good reason for other character to hate him. He is master of all skill but very arrogant and sometime coldhearted. He still have sweet spot for his family and by time we realize his cold attitude is because he burden himself to much. Daigo? He is perfect human. There is no weakness and every other character love him, except bad guy of course.

Perfect and normal person in real life maybe fun to hangout with, but in fiction tv show, they attract less people.

Meh, you call Shinnosuke out for not standing out, but Right is even more "normal" in the context of the show he was in. That's why for me, he'll never be special. Not that he's bad, but he's just really nothing new or special. Heck, I think Arata is a vastly superior Red (in the context of his show) than Right is.

But I never like them as individualist anyway but as group. That how they amuse me with their chattering. In Gentaro case, they rarely do good job as opposition, mostly careless or even passively vote for him. That makes absolutely no sense. He's already there in our face with the flashy armor: How in heaven's name can you consider him a background character?

Right is a unique character, yes, but he doesn't stand out in his group, which is what I'm saying. He's not a Daigo who's straightforward among a bunch of generally laid back people, or Marvelous or Takeru or Akashi who are forceful leaders, or Arata who's the most laidback and insightful among a group of out-of-place angels.

In Gentaro case, they rarely do good job as opposition, mostly careless or even passively vote for him. I never like hyperactive character that much, especially in toku show, but atleast for me, Right is better to watch than Gentaro.

Gentaro had a principle when he started, and no matter what challenges he faced (and a lot of them seemed pretty unsurmountable), his principles didn't waver, until he triumphed at the end. He doesn't need opposition from his team (well, Kengo and Meteor usually were opposition enough, and there was that time he was betrayed and left alone) That's why I like him so much. There's nothing wrong with being hyperactive. Approaching a show with attitudes like "I don't like hyperactive characters" or "I hope this Sentai doesn't give too much focus on Red" is just begging for disappointment.
