The word "Phantom Thief" makes me think it's a thief who disguised in similar suit with Go-Busters but pink, and trying to make Go-Busters a bad name by doing robbery with Go-Busters suit.

It wouldn't have helped at all. Jin and J are so badly written as it stands. The last thing this show needs is more characters with nothing to do.
i have to second this
they failed on making the characters interesting , from Red Buster to the flat team of commander and operators. why should i have faith that a sixth would be any different ?

A lot of shows will do filler this late in the game. Zyuranger did two filler episodes before its four part finale. Though that was also coming out of a four/five episode arc revolving around Burai. I think at this point there are still a few fillers left, but there shouldn't be too many.

It would've been nice if they had done a female Green Ranger, if they really want to shake things up, but that may not be the case in Super Sentai for a while, if at all.
And I think that at this point in the series, they won't be adding anymore members to team. I mean, with 10 or 11 episodes remaining, they are not going to add a new member to the team that will receive practically no development whatsoever, that's just sloppy.
