Is Decade the most overpowered Rider EVER?

Personally, I think Decade is a little too powerful. Don't get my wrong, I love it when the main character is the most powerful character on the show, but Decade is taking it a little too far. Think about it, once he gets his Complete Form, Decade will be able to use ANY of the Heisei Rider's powers. I can almost see Decade in Kiva Emperor Form dual-wielding the Zanvat Sword and Ride Booker in sword mode.
 
Zenvat Sword? Why would he waste time with THAT?! He'll use the Hyper and Perfect Zector

Considering Decade has had trouble beating the guys in Nega World or the guys in Kabuto's world or has never had a clear cut victory against DiEnd I'd say he's not as overpowered as you think.

nope. he's not really powerful. he's fairly strong and using cards like Ryuki and Blade. but Diend was much deadlier than Decade. besides, the strongest was Kuuga.
 
Most of the Heisei Riders still have one giant weakness, their belts are removable. Remember Agito's World, Gills just took off Decade's belt without the slightest amount of trouble.

Biorider is still the strongest Rider. I can't wait for him to fight Decade-Kabuto in Decade's movie. Biorider can turn into Water right before Kabuto can Clock up or Hyper Clock up giving him no extra advantage since Biorider is just water and cannot be damaged. This was actually a fight I pictured in my mind back in '06 so I hope it will actually be good.
