My top three to direct would be Takeshi Yagi (Super 8 Ultra Brothers), Shusuke Kaneko, and Takashi Yamazaki (Returner).
Yagi's got a fantastic visual style going for him, Shusuke Kaneko integrates human drama and kaiju action better than any kaiju directors out there today (that I've seen anyway) and Takashi Yamazaki is obviously a big fan and has made some pretty sweet-looking films.
And he would be my fourth. His Ultraman Max episodes are crazy-good.

It'll be Godzilla Final Wars on CRACK.
A 3 hour long epic, with top notch suitamation and CGI.
The terrestrial monsters' backstory is completely re-written. Instead, all of the other monsters were created by an evil organization on Earth, trying to get the "perfect" monster, which, was Godzilla. Godzilla at this point is supposidly dead.
There's an anti-monster force, as always, who are highly trained pilots. Of course, on of these awesome pilots is our main character. He is the head pilot of the MOGUERA, which is the anti-monster force's superior weapon.
However, Godzilla re-awakens because he can't friggin die. He goes rampant in destroying these Monster abominations, and in the process, destroys MOGUERA.
The anti-monster force switches tasks from using MOGUERA to dusting off the Gotengo, which was down because it proved "inefficient", and re-constructing MechaGodzilla, because if you can't beat the bastard, join him!
After these 2 hours of drama and epic monster action, a new force arrives. The aliens. Earth is the last planet in the galaxy that has the resources enough to power their empire. Yes, they want a piece of Godzilla, and hell yes, they've got Space Godzilla, Ghidorah, Destroyah, Gigan, and the rest of the gang. They were captured from other planets, who have been up to the same antics as Earth.
Now there's a huge battle between 3 forces, and proving overwhelming, Godzilla teams up with MechaGodzilla as well as some terrestial monsters like Mothra to take down this menace.
The ending? Everyone dies. Though, this will never be approved, so we have to go with some odd, unoriginal ending.
But yeah, rather than just "a Monster mash", actually make it an EPIC. Though, "3 hour epic" with "Godzilla" in Japan don't go well together, so we should get an American to take on the ambitious project.
And of course, every monster will be redesigned to make them look more unintentional. Colors of the monsters will be desaturated and faces will look more barbaric. If made targetted towards a non-Japanese audience, people will learn to respect the genre, rather than brush it off.
Think revamp as in X-Men the live action movie. There will be a lot of monsters, but they won't be called by their names and such. Fans would go "oh man, you saw Anguiras? That guy was BALLIN!" while other would go "omg that friggin turtle armidillo monster tore that mantis thing to shreds".

There's plenty of fine talent in Japan without bringing in the Americans. The problem is that Toho sucks the creativity out of people who work for them these days.

This is becoming something of an urban legend. It came from a report on the Monster Zero website with the headline "Godzilla to Return in 2013?":

However, if you read the article, the actual quote from producer (now Toho president) Shogo Tomiyama is "Godzilla's longest absence has been 9 years. It'll be about that long this time, too" while it is an editorial remark from the Monster Zero website that claims "in other words, by around 2013".
No one at Toho ever said Godzilla would be returning in 2013. All Tomiyama was the absense this time would be "about that long" again. That's a very vague comment, and Toho aren't going to commit themselves to a date if the market isn't ready for another Godzilla movie.
Recent kaiju films such as GODZILLA: FINAL WARS, GAMERA THE BRAVE and MONSTER X STRIKES BACK have all performed under expectations. Even foreign monster films such as THE HOST and CLOVERFIELD didn't perform as well as expected in Japan. Bottom line: there isn't really an audience for kaiju films in Japan right now.
Anyway, when Godzilla does return, I have no specific desires for the screenplay. Only that it's good. My picks for directors would be Shusuke Kaneko, Takashi Yamazaki, Takeshi Yagi or Yuuichi Abe. Of course, who knows what other directors will emerge in the mean time...

I just pray they never, ever get Kazuki Oomori again. He can't helm a Godzilla film to save his own life.
The above four directors are great choices, and I second Daikamonohashi's choice of Takashi Miike. If there's any newcomer director that knows (and cares) how to do a Godzilla film (like Masaaki Tezuka), it will be a surprise.
