Well, according to the producer they had to give it a comic book look. And they had to get the 1993 violence past the 2010 censors. As much as I hate the bubbles, they actually make the most sense. The only other option is editing the fights to the point that they're completely incoherent. And this is early MMPR, the footage splicing is confusing enough as it is.

Next they're gonna give MMPR a 2020 make over where they're not even aloud to fight, making the TV show completely pointless. Plus they're gonna fill the screen with more nonsense.
