How/where Does Toei come up with New Ideas?

Syd Mead did the designs for more or less all of the mecha featured in Turn-A Gundam, but he was already pretty well known.

And everyone knows how disastrous a move that was. The V-Fin was too low!

Meh, I liked those mechsa, much better than 90% of the stuff in SEED/Destiny and 00.

I can't really say which is better, as I didn't like those either.
