I wish I had the experience to. I have the knowledge just not the skills or experience. Tried making Kabuto last year, but due to time constraints I fail pretty bad.

As a costumer (for myself, or other locals, not commissions), you're gonna have to give much more info, before anyone can really volunteer/give prices.
1) What is the costume you're looking to do?
2) For civilian outfits, do you want what'll be most comfortable, or what'll best match what's in the show? Depending on what you want and your size, it might be cheaper to buy the official clothing.
3) For Rider suits, are you looking for something cloth that'll give the appearance of armor, or do you want actual armor? Depending on the suit and the armor, that'll likely run you much more than $1000.
4) Are you planning this for a specific con? Depending on if the commissioner is going to that con, or will have to ship it, that'll affect the time frame to make it. The faster you want it done, the more it's gonna cost.
5) Speaking of shipping, if you want any sort of armor, or something that has a definite shape, that's going to raise the price of shipping, so keep that in mind.
You're pretty much going to have to answer those before you'll get any bites. No one's going to volunteer themselves for something they have no clue what is.
