Uh, it's not a Japanese thing. It's a cinamatic thing. And judging from the fact that most of your Japanese stuff comes in form of cinematics, you might make this misconception.
They have been doing this ever since.... who knows when. The obscure character that no one knows, who later becomes a badass, like Riddick.
Only, the Japanese (in their cartoons) love to abuse this and ALWAYS include some character in some form or another that is very shady, and ends up being such a tight badass that everyone wants to own their action figure.
Come to think of it, Sylar from Heroes follows this same formula. After all, just like "Tendou", "Gabrielle" serves quite a divine purpose, and of course, his real name was introduced much later in the series.
