Crossover overkill: Kamen Rider x Super Sentai x Metal Hero

209 Sentai senshi's (37 sentai teams from Goranger to next year's sentai team, including the 3 Akibarangers & Ninjaman. Don't know about AkaRed, though).
29 main Kamen Riders (From Kamen Rider I to Kamen Rider Wizard).
Most of the main Metal Heroes (From Space Sheriff Gavan to Tetsuwan Tantei Robotack), including the new Gavan.

Probably won't happen, but I like to see a 2 hour movie about it featuring Toei's 3 franchises in which they'll do their best to take out a very powerful, & nearly invincible enemy.

Or something like a huge JRPG.

As long as Shirakura isn't the head producer AND we don't end up with any of Shirakura's "favorite head writers" (Inoue, Yonemura, etc.) to write the plotline, a possibility for a "solid" crossover of all these franchises could do absolutely ok (not great or epically awesome, just ok)

i wonder if they will make a new metal hero in the future, i mean a brand new series and not rehashing gavan for a new show. i would love to see a new Rescue Police Metal Hero in the future.

I'll have to agree with that. It'll be best to just use the Red sentai senshi's from Goranger to Gokaiger (excluding Hime Shinken Red), & only use the full teams of Go-Busters & next year's sentai team if that were to be the case (in which they'll probably do so for next year's SHT movie).

There's nothing "impossible" about it.

Let's Go Kamen Riders avoided showing shots of all Riders and monsters together, so, they didn't need more than 30 suit actors for the group shots. 199 Heroes and All Riders vs Dai-Shocker used CG to place the heroes and monsters together even though there were very few monster suits, so the complete group shots mostly had hero suit actors.

Super Hero Taisen actually had more suit actors for the monsters than for the hero army, they could easily have included more heroes if they didn't do that, and used CG or scene cuts to transition between the two groups.

Anyway, removing all but reds wouldn't really help at this point, considering how the people who dislike tons of heroes complain about 28 or so Riders too. 35 Reds + some newer team members doesn't look like it'd change much.
