Tendou while not quite in the sense of being evil is someone whose asshole behavior and unchecked ego we're supposed to still view as heroic because he's just so gosh-darn awesome.

So if your wanting people vote for "badasses" who are not assholes you might need to rethink your list a bit.

Yeah its not like he saved lives, released people from lives of servitude, offered wizened advice and defeated a race trying to take over Earth or anything...people mistake him for a Hero because he's awesome. That's it.
