It is, we get a lot of former Americans moving here, giving up their American citizenship and taking the Canadian one. You'll have to find the phone number to the Canadian Embassy/Consulate office (preferably the one that's the closest to you geographically), call them up, and ask. They'll be able to give you the info that outlines the process.

Correct. It's easier to get dual-citizenship for a child if, at the time of birth, one parent has Canadian citizenship and the other has the American one. Interestingly enough, you see it quite often with the kids of professional athletes where, for example, a Canadian citizen plays for an American-based team and marries a local girl (or vice-versa).
