G3-X isn't even an actual Power Up Form, it's just a modified version of the G3 suit.

Exceed Gills is the third Rider of Agito.

G3-X was an upgrade AKA power-up of G3, and Exceed Gills was the power-up form of Gills

Rising Ixa is a modified version of the regular Ixa. But it counts as power up.

even more reason for G3-X to be on the list

I would've chosen G3-X

but the 2nd best i'd choose would be
Rising IXA
(If Otoya was able to use Rising IXA, it's an Epic Win! That's already Fangasm in my opinion)

Yeah, well unlike all the others, they didn't have a power-up henshin device. G3-X was manufactured and Exceed Gills was sort-of a self upgrade version.
