Climax Deka can be either, I don't see anything in it that would explicitly make it an AU/non-canon movie. It doesn't have to be acknowledged to have happened.

I always say: ''Have they ever called New Kamen Rider and Ultraman Mebius crossovers?''Because they're still mostly standalone until there's the "cross". Being in the same universe or not doesn't matter. "Avengers Vs X-Men" is a crossover even though both the X-Men and Avengers comics take place in the same universe and are owned by the same company.
Personally, I wouldn't call, say, the Riders appearing in Skyrider a crossover, due to them being basically secondary cast members and being mentioned even when they aren't around several times, but something like Movie Wars, where the only interaction between the multiple Riders is a specific event, and the previous Riders don't become part of the current tv story, is a "crossover".

I've always been under the impression that crossovers are two franchises or series interacting with each other. Rider x Rider is just teaming up with itself, in a way.
IMHO, it wasn't that vague. They did say: ''Number 4'' and ''Unidentified Lifeforms'', mentioning a couple of times how he fought against them.
The thing that always bugged me about Climax Deka was that they mention that Ryotaro has just come back to them after being away, implying that it's set after the events of the show, but the final episode of Den-O made a very certain statement that there won't be any more Imagin and yet Climax Deka has them. It's not so much of an issue to me in the other films (Final Countdown features baddies who've already died, and I've been going with the assumption that Onigashima Warship onwards has been featuring characters from a Decade AR World version of Den-O) but I do wish they'd addressed it somehow, given that an Imagin is the main villain of the film. Plus the orange medals could presumably be hanging around somewhere.The OOO issues aren't that big, but... Date is Proto Birth again even though in Megamax it seemed to be implied that it couldn't ever be repaired, and Eiji has 3 purple medals, which he seemingly didn't recover in Megamax (although there were 3 purple medals left with an unknown fate at the end of the tv show).
I may be wrong but I've read that the production team never made a definite statement about the heisei shows all been in seperate continuities until Faiz started. I always wondered if that meant Ryuki was another semi-sequel. Maybe it's just wishful thinking caused by wanting that cameo from three Agito characters in the Ryuki movie (which is a non-continuity movie anyway) to count for something, but so much of Ryuki happens in the mirror world or in out-of-the-way locations, I can't think of a reason why it couldn't be happening at the same time as the events of Agito. The only event in Ryuki that would attract the attention of the Agito Riders would be at the end where the entire city teems with monsters, and they could always be up to their neck in them, battling away on the other side of the city wondering what's going on :sweat:One of the Genealogy of Justice guidebooks has a pretty cool timeline for the original~Agito run (including the 90's, Kuuga, etc.) Granted it is "just" a video game, but it takes into account series and events not explicitly referenced in the game, and goes with the original Agito concept where the series takes place 3 years after the end of Kuuga (so it's largely set in 2004.) It doesn't address series after Agito, but I never saw any reason why some shows can't take place later than their airdate, unless like Den-O they explicitly mention dates (and then, I can't see why every show has to take place in the same chronological order as they aired in.)
