The actress who played Momo Ranger was named Lisa Komaki, though this may have been a stage name. I can't find anything concrete about her ethnicity.
The actress who played Miss America was actually named Diane Martin, so I suspect she was in fact half Japanese and half... well, let's just say western since "Martin" is a common surname in many countries.
Ninja Black was played by Kane Kosugi, who is considered an American by the Japanese. He speaks fluent English (a fact taken advantage of in Kakuranger). His father is full blooded Japanese, and his mother is Chinese.

The actor who played Patchy Bonds? Yep, that's him. There was another African-Japanese actor in Denji Sentai Megaranger. He played one of the bridge crew abord the Megaship.

I can only think of two instances:
-In an early episode of Kamen Rider Kabuto, you see Tendou throwing some inconsiderate white customers who badmouthed Hiyori out of the bistro.
-In Den-O, Ryoutarou has a childhood friend who is going to a school in Britain. They show some of her classmates for a brief moment in one episode.
