...Holy crap. You overlay two levels fours to create a Rank 4??? I guess that's entertaining for the show, but as a game player it's quite interesting. I didn't think this had a shot at replacing Synchros, but that effect for a "Rank 4" is fairly broken, so...a Rank 8 will probably be a game-ending monster.

Yay....a new mechanic to get used to.
 
You're using Synchro Summon as a basis for that analysis. If I read the past posts correct, then you need to have two monsters of the same level to Exceed Summon a monster whose rank matches the two levels (2 Level 4s = 1 Rank 4).

So if you wanted a Rank 9, I GUESS they'd say two or more Level 9 monsters? It all probably depends on their summoning requirements that would probably be general or specific, like how Red Nova Dragon is a Synchro monster that requires TWO Tuners and a Specific monster rather than a Tuner and one or more, or two non-Tuner monsters.

Yep. So essentially we now have level 13-24 monsters, because overlays allow that ability.
 
I think Exceed summon might end up being incredibly broken, depending on what kind of support comes out for them. Assuming that all Exceeds will have effects that utilizes Material monsters like that
