Well, not if you consider how Timeranger handled law enforcement--cryogenic imprisonment and the like, whereas Deka relies on the "court of the universe" or something like that. I mean, I haven't seen all of it yet, but I know there's been at least one "Not Guilty" Judgement. Much to Ban's dismay.

There's nothing to say the criminals aren't brought to a place where they can be released from the cards, judged fairly, and placed back in.
