Winspector Questions

I've been watching saome Winspector recently..

When Ryuuma goes into his car to transform, he says something that sounds like "Jacker" or "Jack Up!". What does he actually say.

In the German version he simply says "Winspector!!".

Oh and what is the name of the actor who plays Ryuuma?

He says Jack Up! The actor's name is Masaru Yamashita. In addition to Winspector, Yamashita reprised his role of Ryuuma in the followup series Solbrain, eventually becoming Knight Fire. He also had a cameo with Kenji Oba in the Kamen Rider ZO movie.
