It still sounds like a waste of money to me :/ Especially when there's reports of decreasing viewers and toy sales.
A Kamen Rider and Sentai anime is never going to happen since I doubt Bandai wants two toy lines going on at the same time. A OVA series based on Spirits can work if they market towards a older audience.
At the same time though, these movies require less from the current cast, since they often have guest stars or just suit-only appearances carrying the scenes. In SHTZ, Haruto never appeared out of suit after the first 30 minutes of the movie. Even in Kamen Rider Taisen, which integrated Gaim much better into the movie, Kouta's actor is still never on set with most of the guest stars (He appears alongside Tsukasa in a few scenes, but only once with Hongo and once with ZX) and he also never appears out of suit once the final battle starts, outside of the credits (where he just appears in Gaim's fruit place's set alongside Mai). You'd never be able to do that in a solo feature. They haven't really done a really big group shot with hundreds of suit actors since the original SHT anyway. Even solo movies often have sequences with tons of grunts or revived monsters together. They also seem to be fine throwing stage show quality suits on screen for minor past heroes and monsters in these movies.
Seriously, the more these garbage movies come out, the more of a waste of money they become. Does it do better than solo movies of Sentai and Rider? Maybe. But I can only imagine how difficult it must be to use more suits and make it not seem like a TV special.

I would say that it DOES matter, considering that the full on Sentai teams were cut two movies later. While it did made some profit, in hindsight, the decreasing box office makes it sound like a bad business practice to me.

So you'd rather watch Kirk Cameron's Saving Christmas over Kamen Rider Taisen? Be careful what you wish for...It probably explained why Kamen Rider Taisen made the worst movies of 2014 look watchable by comparison.
