when do you consider a series as being old?

For Kamen Rider, the break is pretty simple: Showa era (Ichigo to Black RX and the movies) and Heisei era (Kuuga onwards). I would consider Kuuga to be new.

For Super Sentai, the break for me would be between Gaoranger and Hurricanger. But that's just because it corresponds to the break between the Saban Era I and the Disney Era Power Rangers. A more appropriate break would be the change between Standard size format and HD size format screens, but I don't remember which series started the new format.
I agree with you. Gaoranger wasn't just the first series adapted for Power Rangers under Disney's ownership, it was also the first one with extensive CGI for the mecha and improved CGI throughout (to the point that PR was able to cleanly edit the henshin, unlike when they adapted Megaranger). As such, Gaoranger onwards is new for Sentai, and Kuuga onwards for Kamen Rider because of the decade-long hiatus before that point. Boukenger started the HD era by the way.
