What's the explanation for PROO's early ratings?

Those are some pretty substantial numbers, even for PR. Does anyone know how OO's earlier ratings managed to be so high?

The real drop in ratings was from NS to DT!

Well OO sucked, I think it was the last stop for alot of Power Rangers fans.
