Victory One is a protype suit created by the police in Kamen Rider Agito. It's not exactly a rider persay. It's power was supposed to rival/surpass G3 and the two suits competed against each other. The wearer was Tohru Houjo, Makoto Hikawa's (G3) rival. Unfortunately, the 1st version of G3-X (suit equipped with an experimental AI, which would be used later on to create Kamen Rider G4) went berzerk and Hikawa ended up kicking Houjo's ass. Victory One's design is a cross between Sol Braver and Gavan.
