Thats why they have the dragonballs. Once every season they wish back all the civilians who were killed in tokus.
 
It's sort of one of those things you aren't meant to think too hard about or over analyze. It all goes back to Godzilla really.

I would say though that like many classic superhero stories while property damage isn't treated with 9/11 levels of seriousness there is still a sufficient sense of urgency and the heroes are trying to stop the villan or monster the best they can. I would say if nothing else, the buildings the monster initially attacks when he first appears may have people in them but the heroes arrival buys some time for evacuation efforts so maybe there aren't people in the buildings during most of the actual battles.

Though Sentai often avoids the question a little too much. You have these gigantic monsters and robots fighting in the middle of the city and there's not even a news report about it. There should be some indication however small that what is going on with the Sentai team and the villains affects the populace.

I thought GaoGaiGar acknowledged the property damage caused by fighting monsters in the city thing in a neat way by having things like the Dividing Driver and eventually a swarm of robots who's basic function was to repair property damage caused by the battles.

I also thought the Meta Field in Ultraman Nexus was a also a good way to handle this. It allowed the stunt actors a bit more freedom with the action but also if the field were broken and the monster could attack the city it became that much more of an "oh ****!" moment. It makes sense for Ultraman to have a power like that or to at least make the attempt to lead the monster away from the city.
 
Not sentai, but Den-O touched this a bit, actually showing people trapped "unconscious" under debris of falling buildings in a bunch of episodes. Of course, it's easier to address that in a series where the hero can revert time and the same people can be shown back to life after the monster fight (with only a couple unlucky PianoMans and Yuutos no one remembers as real casualties).
 
I think this issue is also a good reason why maybe a kaiju vs. robot battle shouldn't be required for EVERY episode.
 
The Ultraman Tiga dub had it as a running gag. It started out like they usually do with this sort of thing, saying they were empty warehouses, or condemned buildings. Then they started getting silly with it and coming up with some blatantly outlandish excuses. One of my favorites was "Don't worry. Everybody in that apartment building was away on vacation."
