Is it wrong that I have no idea what the last quoted comment means?

"Wetback" is a slur that refers to illegal immigrant from Mexico, dating back from when people would swim across the Rio Grande to the US. They wouldn't wait to get dry before running off and would often be seen hitchhiking, still wet. Hence the 'wetback' nickname.
