Turns out this was actually Hideo Kojima's second game where he was the director, right after Metal Gear. The original was released on the PC-8801 and MSX2 and has been subsequently released multiple times throughout the years, the version on the Sega CD is the only one that has been released outside of Japan though, possibly due to it's pretty "mature" content.
It's sort of a visual novel (with some shooting sequences), that combines the aforementioned "homaged/rip-offed" franchises, Blade Runner and the Terminator films, combined with Kojima's typical "unique" writing style and somehow makes it all work. Sadly, it never sold that well and you'd probably have a tough time finding a copy of the actual game disc (they go on eBay for around $100+).
If you're interested here's a Let's Play of the game (text and video versions).
