In all honesty, what did you expect? The only question here should be why there isn't an Ore Damashii figure on display with his hood up.

Well, "hoodie-down" is THE go-to look for Ore Damashi. Look at all the promotional photos and the show. He only has it up after transforming. Personally, having the hoodie up looks hella cool.

Your point would have merit if there weren't 4 Ore Damashii figures on the exact same display. There's no reason to assume that there won't be a separate part or accessory to accommodate for that.
