Those straps are elastic ties used to hold the figure in place.

Even though these RAH figures are kinda rickety, I can't help but want them. Too bad the other three Goranger are so rare (especially Momoranger) compared to Akaranger and Aoranger. I found full sets of five on Yahoo Japan, but damn they're super expensive.
