PSP and PS3 questions

Just wondering...

How can I make my US PSP able to play games from other regions? I mean, will this also apply to downloaded games from the net (ex. SD Gundam G Generation Portable)?

also, how to get the latest firmware for PS3? I heard version 3 something can play AVI, DivX and XVid.
