This is the team I'm planning for the elite 4.

Feraligatr lv.53
Ampharos lv.49
Hypno lv.49
Ninetales lv.49
Lugia (for the lulz) lv.50
Mamoswine lv.49

I would use Machamp or Alakazam, but I don't have a spare DS to trade to trade with myself.
What should I use in place of Lugia?

I don't know how many of you are experts on this sorta thing but I figured I'd ask anyway...

As far as legit Pokemon battling goes between real people, legendary Pokemon are usual not allowed at all, right? What about pseudo-legendaries? Like Dragonite and Tyranitar and stuff. Are there any rules on using them like you can only have a certain number or are they not allowed at all either? I want to make a sick team and have it be useful in all situations.

Dragonite and Tyranitar are fine, I use them actually. Some legendaries are usable, too, but not all.

My current Battle Tower team is:
Gengar
Blastoise
Umbreon
Espeon
Tyranitar
Dragonite

And going to train:
Entei
Ampharos
Golem
Snorlax

Is there like a simple list of who's usually allowed and who's not (more likely who's not...I think it's Metagross I wanted on my team but wasn't sure if it was okay...)

I think Bulbapedia has a list of the 'Uber' tier Pokémon (essentially most of the good Legendary, Wobuffet and Wynaut). Those are usually not allowed. Same for Double Team and similar accuary reducing moves.
