Net Connection Issues

This isn't about the site, it's about my computer.

In August I've been having connection problems with my Verizon DSL. In mid-August I couldn't connect to the net from this computer, even with Dial-Up. By September I had my computer fixed. He said that it was missing a net component and couldn't reinstall normally. The symptom was the connection speed kept changing. The highest it normally would be is 190kB/s but with this problem it bounces around to 39kB/s and everything in between, around the lower numbers mostly. Could someone tell me the problem or how to fix it without having to wipe out my hard drive?
 
It's a long shot, but I'll give it a try anyways. My computer had some serious issues with the internet as well. It took me days to figure out what the hell was wrong. The router and modem would work for other computers but not mine. Turns out, all I had to do was reinstall my Ethernet port driver.

Right-Click My Computer ->Properties and find Device Manager. Then find out what your Ethernet port is called. Double click it and look through the settings. Enable anything disabled. Then find your CD with the driver installation files and try reinstalling it.

I'm 90% sure this isn't your problem, but give it a try.

Some other people experienced this as well, most likely after a Windows update. Windows update also turns on the Windows firewall. Try disabling that.

If you're going to do a NIC driver re-install, it'd be best to uninstall what is there first. Re-writing doesn't always fix like it should--but complete rip/reinstall may.

Maybe you need a new NIC/ethernet port/network adapter/wireless/whatever all together. They can and do go bad.
