Sorry to burst your bubble boss (as well as the bubbles anyone else may have), but you're right, they're "just" hotpants (aka "short shorts"). They're pretty much standard issue now for Japanese shows where the women are going to be wearing skirts. Many, if not most Japanese female celebrities will not wear "just" panties now if they're going to be wearing a skirt (regardless of how long it may be) on TV. Those Japanese photographers have the uncanny ability to get the most ninja-like panty/upskirt shots I've seen. At any rate, wearing hotpants pretty much protects them from it. These days in Japan, unless you're seeing a thong sticking out of the top of a girls' trousers, if you think you're seeing panties, you're really seeing hotpants.
