Most Despicable Villain in Kamen Rider Thread

If you all watch the first dozen or so episodes of the original Kamen Rider, you will see that the leaders of Shocker are beyond despicable. Take episode 3, for example. Shocker takes a group of people they kidnapped and placed into forced labor, and tells them they are free - only to have them become test targets for the Scorpion kaijin.

Ryuki had quite a few.
You had Ouja who went around killing random people because he wanted to stress out. Even burning his own familly to death during his childhood. Then you had a psychopath like Gai who manipulated people into killing each other for his own entertainment.
I am not sure if Tiger can be called "despicable". He was just... utter insane.
In fact, it seemed like most people in the Ryuki universe were either complete assholes or total nutjobs

-Kai: Just a Dick who wanted to destroy time. For apparently no big reason. He just...felt like his face showed a "Destroy-time-and-effectively-existence-as-we-know-it face". What a jerk.
-Bishop: Basically prevented everything from ending up nicely by making the Fangires hate humans due to some stupid tradition. And made Nago blind (temporarily)
-Kazari: A Greeed who decided to scheme and manipulate his kin so he could be complete. Plus, we were all happy when he died.

I'd say 80% of the villains from 1971 to 1989.
Shocker is indeed the most despicable of them all, with most of their plans involving a weekly victim, and generals that were simply cruel and terrifying.
Destron are a good successor to them, with the biggest asshole in Marshal Armor, who has horrible deaths to balance things.
Badan are completely mental in SPIRITS, and every villain's evil gets cranked up to eleven, including the Great Leader himself, who is very likely to be at the top of this list.
They're just lovely.

[HIDE]Dr. Maki is the most despicable & Untrusted villian ever. He's trying to use all 5 greeds including Ankh to take all of their medals & turned it into a vessel like we saw on Final ep.
