I have a photo book with this picture in it and the caption says
当時の子供たちにはおなじみの、特撮の神様・円谷英二とウルトラマンのツーショット
touji no kodomotachi niwa onajimi no, tokusatsu no kamisama Tsuburaya Eiji to urutoraman tsuushotto
it roughly says 'in those days known to children, tokusatsu god Tsuburaya Eiji and Ultraman two shot'
I doubt it is a photo of Eiji yelling at the suit actor as there is also a photo of him next to Ultraman smiling.
