When this happens it's one of two things:

1. The kids are punks who know they can start some firefights in the media and get the blame transferred away from themselves if they just go with the "videogames made me do it" excuse, or

2. They are very, very disturbed individuals who are a danger to society to begin with.

GTA allows players to commit crimes in a virtual setting. A "crime simulator" of sorts. That's why it gets a lot of heat.
