aside from any riders who are already being played or already in the story, the only ones I would put off-limits are J, Arc, Shin, and G (the first two because of the giant powers, the third because that was a one-time thing that couldn't possibly be replicated, and the last because he was a joke rider). Besides that, any canon rider power is available

Bio: Kengo Mitsunari was never really a bad apple so to say. Though he was always fond of messing around with people. But when Kengo turned eighteen his parents didn’t see him having a good future, so they threw him out like garbage. Kengo would spend most of his time just wondering from point A to B just barely surviving. After about a year of wandering on the streets Kengo would find himself in an ally crying and wondering where his life was becoming a nightmare. This nightmare would have a silver lining when a man by the name of Katsumi Daido would sit down next to Kengo and turn to him,” You know the world can be harsh, but please lets start a new world together.” Kengo would smile as he was handed a T2 Puppeteer memory. It was from then on Kengo became a member of NEVER. Though their plans would be stalled, as Shini-Kage would invade on the NEVER base planning to recruit followers and destroy the ones who didn’t wish to follow them. Kengo would fight the long battle against the members until it was Katsumi and he backed into the command center. Katsumi then removed his two gaia memories on his vest and de-henshined. Katsumi then gave the memories and his lost driver to Kengo and said,” You never let these go to anyone. Escape with your life and bring hell onto those who destroyed our home.”

Kengo would escape through the secret corridor and using the Suzuki B-king at the exit and escaped the invasion. Kengo would then find allies in the R.W.R.F., but only because he knew that facing off against the Shini-kage would be a suicide mission. So with the Eternal, Puppeter, Unicorn, and Bird T2 gaia memories on hold he hopes that he can face defeat those who defeated his family. And after the final battle is over Kengo will finish the mission his family fought so long for.

Accepted, but you'll have to change around the whole thing of the T2 Prism and Bomb Memories, as the T2 Memories for "P" and "B" were Puppeteer and Bird. Also, your character will have to be discovered by the R.W.R.F. before he can be recruited

Well I mean Puppeteer and Bird aren't really anything I could do for special attacks, since bomb i could have like an explosive punch and prism could have me shoot a blast of light.

But ya I guess puppeteer i could have some strings that control people and bird could give me wings maybe. But yay! And yes Deme is back and he is feeling good.

This is really a matter of canonicity, since the T2 Gaia Memories were created by Foundation X and then stolen by NEVER, and since NEVER didn't have anyone who was a part of the creation of the T2 Memories, they wouldn't have been able to have made a T2 Prism or Bomb Memory
