Shotaro and Phillip were Double for an entire year before the start of the show, and Terui was never played up as "inexperienced" in spite of that.

We still saw the moment where they became Double ...

It would have more dramatic impact for Gotou to acquire the Rider Gear and have to learn to use it (meaning he's no longer subject to the vagaries of Kougami, Eiji or the Greeed) rather than debut in December or January and casually announce he's been fighting/training as a Rider for months

If he becomes birth that doesn't mean he's been secretly training with it for months it's possible we'll see his first henshin.

Yes, so he'd be an inexperienced Rider like Eiji. I don't think there's any rule that if the main Rider has to start from scratch the second Rider should be more veteran, or vice versa

The first Rider could become more veteran, like in 555. Accel also had more attack power than CycloneJoker, but CycloneJoker became stronger and CJX eventually came into place. That was on the first Rider's side. We could have anything at this point. Gotou could also not be the second Rider.
 
LOL ... I use it as a general expression for whatever gear/belt/equipment a Rider uses to transform. He'd be more fun as an Orphenoch than he is now though

At this point, it's best to just go with 'Driver', since Toei seems to have standardized since Decade. So Birth Driver if that's actually his name.

I think you've misunderstood me. The fact that we got to see their first transformation is irrelevant to my previous post. The point that I'm making is that a "newbie" Rider, which has that as the focus of his character, like Todoroki in Hibiki, wouldn't work in a show like this, where the main Rider also started as a Rider in the first episode.

Yeah, we might get to see someone transform for the first time later, but the plot won't focus on how he needs to improve to match the "veteran". He might have some initial problems, but those will be quickly shrugged off or he'll just leap to action with efficiency comparable to the protagonist.

Well since the Birth "system" is (rumored to be) an extension of the Rider System it would make sense that Gotou would already have some level capability with it. Also when taking this into account it makes sense for Gotou to be Birth, not only does he familiarity with the base system but also experience with the Greeeds.

That's true. It would make sense to give someone that kind of power if he's already been fighting well enough without it.
