Is this from the game? I noticed that this alternate Decade has a different belt (looks similar to that of Diend's).

It's not Kamen Rider Dark Decade or Kamen Rider Another Decade, it's just another skin for Decade that you unlock by completing all 9 worlds.

Probably a color swap, just about every fighting game has that.
