So I'm still relatively new to toku and was curious about something. I've read some comments about this whole "turn" toku has taken and was wondering if someone could give me a little more insight on this.

Well what exactly do you mean? When most people talk about the "turn" toku has taken they refer to how it either has started to become more toy-centric or idol-centric than years past, more anime-like with regards to how characters behave, or both.

It essentially has become more Merchendise Driven in recent years when compared to 20 or even 10 years ago.
Multiple mecha's, weapons and gadgets and the like.
The plot's and character development of some shows suffer just because Bandai/Takara wants to push some new toy. And newer gimmick's like card's and other items tied to a Arcade games turn off some people, not to mention it makes Collector's who want to own everything from a series have to spend way more.

I'm guessing by "turn" you mean when people say it's more about selling and getting out something every year. Before, tokusatsu was made when there was a story in place and it was most going to last a good amount of time. Some shows now are more about special effects and toys. Kabuto and Decade are excellent examples. On the outside, Kabuto looks like a decent show, but it lacks substance. Decade lacks everything good in the world. It was just made to have something out there for the anniversary of the Heisei era. It was special effect-driven and it lacked a proper story. It was a my-Rider-is-better-than-your-Rider show. Kabuto is shiny and it's very distracting to people who look for shiny things. The suits are sleek and the CGI is nice, but it falls short of accomplishing something. With Decade, there's all sorts of Ganbaride cards being sold with DecaDriver or whatever it's called and some other merchandise from the series.
People call something like that the "turn."

The reason for the "turn" was that these days the story itself isn't enough to carry the show. The merchandice is mostly used to keep the show afloat as well as put money into Toei's pockets. Without money, the show will result into failure. Not to mention that the global recession was a part of it.
Some hardcore fans can't accept the idea that times have changed and whatever old ideas that were popular then may not work today.

The "turn" means more merchandise and more comedy (imo) in the shows.
