Is Maria from 2 and 15 the same person?

The Maria connection between Final Fantasy II and Final Fantasy 15 might just be a coincidence. Maria is a common name, and the FF15 team probably didn't even play FFII, so they didn't mean to make any link on purpose. Even if it's not on purpose, it's still cool to see characters with the same name in both games. Both games are awesome, and it's fun to enjoy them without worrying too much about hidden connections!
