I don't think the episodes were the problem. A movie should have been able to close everything that was left after the final episode in a satisfactory manner, or, had they not moved the conclusion to a movie, the last 4 episodes should have been enough.
The problem was moving the conclusion to a movie and then cutting down that movie for whatever reason, which resulted in a rushed finale that basically failed to give a satisfactory resolution to some aspects of the story and fanservice to the audience. But, hey, it was the point where Shirakura came the closest to getting his "meta" speeches on screen, everyone and everything else be damned, apparently.

-First and for most, get back as many Original Actors as they can, and only pull the AU card with those that they couldn't get back.
-Cut the "Other worlds" beyond the 9 Heisei riders and Decade's
-Have each arc be 3-4 episode, to better expand on both the story of the worlds and decade.

I wanna see every rider (that is secondary & other) gain an ultimate form like....
- Some Ryuki riders in Survive form
- Garren & Leangle gain King forms as well as Chalice's Jack
- Some Ryuki riders in Survive form

I just really hope that they do with Decade what they did with the unexplained parts of the showa shows by making a manga of it (Kamen Rider Spirits)

It be better if like...
- Decade was a new cyborg that is created by Shocker or some other organization almost related to them. When they learn he was a failure, they made a backup... Dark Decade.
- Kuuga - Godai Yuusuke returns.
- Kiva - Wataru's future son... NOT AN OTOYA look-a-like comes to warn his father of the Neo Fangire. Knight of the new "Checkmate Five" appears. Mio can return. Natsumi is the lost future child of Wataru & Mio.
- Ryuki - The war returns with new riders. Scissors, Raia, Gai, Verde & Imperer die. Ryuki, Knight, Femme, Zolda, Ouja & Tiger are the only riders that live.
- Blade - Kenzaki returns as the Navy Joker. Amane learns of Hajime's/Chalice's identity.
- Faiz - Kusaka returns as an orphenoch evil. Kiba returns as well. Kaixa belt rebuilt and now possessed by Kaido. Keitaro becomes Delta.
- Hibiki - Asumu, the new Hibiki. Akira as the new Ibuki... Akira. Todoroki still fights.
- Kabuto - Renge becomes a rider. Tendou returns.
- Agito - Shouichi and the gang return.
- Kuuga, Kiva, Zolda, Ouja, Femme, Tiger, Kaixa, Garren, Chalice & Leangle gain extra forms.
- New riders from every series.
- Diend as a complete cyborg as well. A green rider who possesses the secondary riders but transforms into them as Decade does.
- Decade - belt, Diend - gun & green rider (the fan rider Defied) - sword.
- The showa riders in "The First & The Next" Style.
- Decade violent emotion shows up when Natsumi gets hurt and he's enraged. For Decade complete, instead of summoning a hologram, he brings out a rider's spirit within himself... like Nero from DMC4's devil trigger.
- Dark Decade is a clone of Tsukasa and is the head of the organization. He is responsible for summoning different kaijins all over the world.
- Some good storylines... 3/4-part episodes.
- Decade and the gang can appear as guests on OOO and Fourze... maybe.

I think Decade could've used another 20 eps (to bring up the total eps to 49-50) to tell its story, and it won't have needed a movie to try to tie everything up in a hurry. However, I think All Riders movie revealed that they never really had a story to begin with, and the movie was just a giant band-aid that was used to try to cover up Decade's huge gaping plot hole. Therefore, if they never had a story to begin with, then another 20 eps won't have mattered, either.
