The belt probably was in the cave shown in the flashback. He handled it to Yuusuke in order to make him believe in his words and attack Decade.

There was nothing to reveal there, unless you were one of the people hoping that the AU Riders were (in the context of the show) fakes replacing the originals (even though their worlds were different too, not only the Riders, so that idea never made sense).

Most world preview scenes, shown before the actual episode preview, after the first two, didn't seem to be in continuity with the show, like Ryuuuki facing wild mirror monsters which didn't exist in Decade's AU Ryuuki world, all 4 Blade Riders together, Faiz showing all of original Takumi's manerisms even though AU Takumi didn't have them, etc. That's just another one that should be added to the pile.

The way I look at it:

He's pretty much the J Jonah Jameson of the Kamen Rider world. There's never a real reason WHY he hates the hero...he just does.

Even JJ had sympathetic reasons to hate Spider-Man, from distrust to jealousy depending on which version there is.

Sadly, after watching Movie Taisen 2010, Narutaki is revealed to be nothing more than a hated-filled, slander-spewing ex-Nazi who should have been Rider Punched in the face like the original Colonel Zol when he turned werewolf.

Or crushed by falling rubble from the caving-in Shocker secret base along with his fugitive Nazi comrades when Kamen Rider #2 and Kazuya Taki blew it up. (During their Christmas party, no less.)

Narutaki isn't Zol, not even an alternate version... I thought the movie made it pretty obvious. Tsukasa accuses him of joining Shocker just because he hated him so much and his whole Zol look disappeared after he was hit.

Of course, that does leave the problem that Narutaki basically has no backstory, aside from hating Decade from his Great Leader days, at least.

My theory is that Narutaki is a Kamen Rider fan from the future who tried to stop Decade from reaching the ending we got. It makes more sense than what Toei did with him lol
