The reason that there were so many really brief cameos is because the writers were often drafting episodes without having any idea which actors would be making the cameo (so they couldn't write anything character-specific), how long that actor would be available, and what they would be capable of (you don't want to give someone a big fight scene if they turn up having done no exercise for 30 years and can't physically do it).
The ultimate example of that would be the scene in the 199 Heroes movie where everything goes white and the past Sentai accept the Gokaigers as one of their number (just before the Super Sentai Bazooka appears). The Gokaiger cast FILMED that scene having no idea there would even be cameos there, nevermind who was cameoing or what lines those returning actors would be saying. It was actually a completely different scene that they just had to re-write so that the lines the Gokaigers had already recorded matched what they were going to ask the cameoing actors to say.
I think the best "for the love of it" team were the Dairangers. They asked RyuRanger's actor to come back for 199 Heroes. When it was released he was interviewed and the reporter asked if he was also going to be in the series. He basically said he hadn't been asked but he'd like to...so they asked him and we got a Dairanger episode. When they were filming that episode, the actors who played TenmaRanger and QilinRanger came down to the set to watch the taping, and expressed how much they wished they'd been contacted in advance so that they could have been in the tribute episode too. So it was organised for them to cameo as two of the past Sentai receiving their keys back in the final episode. If you look closely in that scene, TenmaRanger's key doesn't look the same as the official toy or the TenmaRanger key used for Gokai Changes in the series. That's because the actor had bought a key set specifically so that he could own his old character's key, which he then customised to be more detailed and more like the actual suit. When he turned up to do the cameo, they let him use his own key rather than the normal one.
