Has Children's TV and TV in general been going downhill lately?

Children's TV? Very much so its going downhill
Other TV programs? Meh not really, there's still plenty of interesting shows on TV: House, Supernatural, Dollhouse, The Mighty Boosh (no new episodes currently though), Superjail!, and The Universe just to name a few

Yes they are. Nuff said.

It's all in opinions. I say cartoons now suck. I am not wrong

Different doesn't always mean good. Yes children's TV is different now but it doesn't mean its still as good as it was back in the day. Compare the quality of children's shows in the past like Thundercats, Are You Afraid of the Dark?, Reboot, or Kenan and Kel to what the kids have today: Hannah Montana, iCarly, and Johnny Test. Sure there are still children's programs today that are fairly good like Wolverine and the X-Men, Spectacular Spider-Man, Avatar: The Last Airbender, and so on and there are children's shows from the past that are only good with nostalgia goggles on like Voltron, Ren & Stimpy, Angry Beavers, etc. But both of those are just the minorities.
