Looking back at past Super Sentai and Kamen Rider seasons, I noticed a variety of different villains, some great, others not so much. So what makes a great villain; is it their personality, powers, accomplishments, design, or something else?
My favorite villains are the ones who don't care that they are villains, meaning that they may be monsters, but they don't go out of their way to constantly prove it. Maya from Kiva is a good example: she was powerful, but did 't feel the need to finish enemies, she was playful, more taunting the heroes rather than actually fighting them. Gremlin for Wizard is more or less the same way, he did not take anything seriously and simple did his own thing. However, they ruined him with making him the final boss, but I guess lazy writing is to blame.
Long from Gekiranger is also good because if how integral to the story be was. This is a guy who spent god knows how many years waiting, manipulating, and ruining lives all on the chance that his plan will work, setting up the events of the series for no other reason but for his gratification, thats dedication right there.
What I would like to see from a villain is an air of sympathy, because most of KR & SS villains are one dimensional in there goals of exterminating humans and ruling the world. I would like to see someone so broken and with such a sad past, that the audience understands why they are evil. Fueki from Wizard came close, except he really did not change from how he was introduced to his end; he already failed twice to permanently revive his daughter and was more than willing to do it again, ruining more lives in the process. It could have been better if they had a flashback episode of Fueki being completely distraught over losing Koyomi and creating his phantom, giving us better insight to who he is. However, thats not how it turned out, but once again that's due to lazy writing.
Most Sentai villains are one dimensional, exceptions including Rio & Mele, whose interactions with the heroes changes them gradually throughout the course of the story.
